Solar Force uses a damaged future Earth as the setting for a clash between authority, survival and an armed outsider. Its science fiction is built around practical confrontations rather than an elaborate account of how the world works. The useful comparison is with the western: who controls a settlement, who gets called a criminal and what happens when a stranger refuses the local arrangement? Read the ruined environment as pressure on those choices rather than expecting every piece of technology to explain itself.
